I haven’t been following along so this may not be applicable to your problem or perhaps it’s already been suggested. There are times (for me) when editing certain styles (or Extended attributes of a style) that FW, for whatever reason, does not recognize that something has changed and therefore the page isn’t dirtied and Previewing doesn’t show the changes. I run into this on a regular basis and the only thing that works for me is doing a Publish Everything command. Of course waiting for a large site to completely republish every time a small edit is made is mind-numbingly irritating but it might be worth a try as a workaround just to see if it works.

I noticed one more nuance. Even after using Publish Everything, the changes do not update on the Freeway viewer but they do update in Safari. That’s good enough for me. I was having to save the file, quit out of both programs, and then reload Freeway to see the changes. It was a little time consuming besides the fact that I had to save changes that I didn’t necessarily want to keep. This new method (for me) is a far better option.
