Paper Background Effect on Freeway Featured Site

There’s a site that’s featured in Freeway’s e-newsletter that has a cool background effect.

How did they do the paper background effect behind the site? Did they just lay down a graphic image behind the site? Or did they do it some other way?

This is all done with foreground images, and it would be better served
by a background image set on the page body, since these side images
force horizontal scrollbars if you close your window down to the size
of the actual content area.
