I have a link to file action button that I want to put on top of a graphic. The button works fine when it’s not on the graphic but doesn’t do anything when it’s on the graphic. I’m sure this is an amateur mistake, but I sure haven’t found the answer.

Not quite sure how you are trying to do this but the action should be applied to the graphic itself using the Graphic Link to File Action.
Item>Action>Graphic Link to File
If this doesn’t work for you then please post a link to your online example.
