Hi Harold,
It works for me, although I’m using High Sierra rather than Mojave:
- Open an existing document
- Save Archive
- Choose a folder to save the archive in
- Type a name for the archive folder

Freeway saves a copy of the document in the archive folder, along with a Media folder containing images and other resources
The Site folder is empty until you publish the new document
