Background colors (coded with #123456 sort of code) are all flood-fill, all the time. They always expand in the X and Y axes and cannot be constrained to a certain part of the item they are applied to.

I would definitely use an image that is at least 25px in the tiling direction. 1px forces the browser to do a LOT of math. Browsers are really fast these days, but it’s best to save that power for more important things.
