Corruption in the file or preferences maybe!
Have you tried File>Save As to create a new doc from the existing?

When a document gets into this state, often the only thing you can do
to rescue it is to copy each page out of the doomed document and paste
it into a new document. Usually then you can save that rescued page,
and the only cleanup you’ll need to do is restore any custom page
filenames you may have set.
Oh, and restart Freeway after you’ve done this. You may have angered
the Tiki gods or something.

Tried Save As with no luck.
Thankfully it is a small site with only about 10 pages, so I started copying them into a new document.

I presume that you had also tried opening FW’s own backup to see if it was OK.
Option + File>Open Backup
It may not be as up-to-date as you would like but is another option.
