This turns up several I think very promising ideas on the first page. Unless the search terms must be
responsive + carousel + only for Freeway
then follows much disappointment.
So the best answer I think is to consider how such things are done and then if you need, how to work that back into Freeway.
Carousels in general use a combination of javascript and css styles. The scripts and styles for Freeway’s Carousel just don’t allow for any flexibility. So I took those google results and randomly picked one and implemented it.

And you can see the OWL Carousel acting responsively. Took a little poking and prodding, but it works as advertised, has plenty of options. The biggest drawback is how it fails when javascript is disabled, so I probably wouldn’t use it provided I could be persuaded to put that type of content in my page in the first place.
I also added the Marquee element as a simpler alternative-- and to make a bunch of other points that I think that I will forgo as I now realize where I am posting this and just how done I am preaching to this audience. I’m sure that people will get the idea without my needing to explain it all just fine.
