I created a CSS Navigation Menu in the Master Page and during some editing processes i carelessly changed a CSS Menu item directly on one of the pages and not in the Master Page. When i tried to re-apply the Master to the particular page i had total corruption of my Menu on the particular page… is this a bug?

No - more likely you didn’t delete all Master items from your child page before reapplying.
In a case like that you would be better to copy the menu from the Master and paste it onto the child and then make sure that the Use Master Settings and Use Master Content boxes are checked.

Ignore that - I forgot that the master/child link is broken!
Instead, make sure that all the items on the child page (that appear on the Master) are deleted before reapplying.
I also select all child specific content (shift + click) and cut it to the pasteboard before reapplying. Then I can paste that child content back into position.
