I recently purchased Freeway Pro thru the Apple store. I am unable to locate the CSS Menu action in >Items >Actions.
Just can’t find the action 
Any advice?

In mine its the first action at the very top of the list.

Draw an HTML box on the page. While it is selected (handles showing) look in the Item / Actions menu. The HTML box must contain an unordered list (bulleted list) with your menu options. So after you apply the Action (and see the error about needing a list) double-click inside the HTML box and type your menu option names, each followed by a single return. Then select all and in the bottom of the Inspector, open the List segment and press the right arrow. Now you have a list, and now the menu Action will start to work.

Hey, I did find it in the Actions palette. It just never shows up under the Items menu for me.

Actions are context sensitive ie you have to select a suitable item first before the action is available.
In the case of the CSS Menu item action the item selected has to be a layered html container (green border)
