Has anyone tried linking a CSS menu item to spawn new window action item? If so how did you achieve it?

Yes, just did this for a client. In the unordered list where you are setting up your CSS Menu content, make a new line, then type one space, the use the Insert menu to insert an instance of the Spawn New Window text Action. Type one more space, then click once on the inline Action item and make your SNW settings in the Actions palette. The first item in the interface is where you enter the text that you want to see appear in the menu for that option. The spaces around the Action item allow you to style the text it generates as you like, otherwise only the default text styles for the page will be used.
