I am new at this and there is probably a fairly simple way to do this, but I have finished my other pages but I can not figure out how to fix the current layout of this page Home | Henson Family Dentistry I have been working on the site for a while and this is the first big problem I have had. any suggestions are welcome.

If you mean the Carousel Buttons moving with the body of the page - then that is because those items are not contained within the Div Top1
To rectify this drag these items (one by one) over the top of the Top1 Div while pressing the spacebar. The bounds of Top1 will turn blue when the items are ‘inside’ and you can then let go of the spacebar. These items will then become ‘children’ of Top1 and will stay fixed.

I was thinking there would be a better way to display the tabs for the
carosel. They just currently seem out of place to me.

a better way to display the tabs for the carosel
The Beautiful Smiles, Office Tour etc?
There are many other things you should be more concerned about
Spelling: Paitent, Paitent Forms
Text Sizes: Generally too large and specifically inconsistent in Font and size. 20px on the Home page, 18px on About, 16px on Dentistry - and that is just the body text! The different headers and the download links on the Paitent page are not the same fonts/sizes either.
Item alignment: I would align the left sides of the Header and the Cosmetic and… strapline. I would also align the Cosmetic and… strapline vertically to the navigation.
I would make the gallery pics smaller and probably use Showcase to display them which gives you the option to click to expand. It can also be used within a Carousel.
I dont mean to sound harsh - just trying to point out things that seem obvious to me.
