I think I am aware that if I want to change the order of the carousel panes I move them in the site panel. The one higher up shows up first…(?)
My question is about just the FIRST pane. Does this always have to stay the same???
Yes. The first pane will always be the element you applied Carousel to, regardless of the stacking order of the other elements in relation to it. If you want to change the first pane to be something else, you’ll need to re-build the effect (remove the Actions from all of the panes, re-apply the Actions so the new first pane is the Carousel and all the others are the Panes.

If I have 4 panes, does #1 have to be the same while I can move the others in order, or can #4 become #1 and the first one people see easily?
If I have 5 panes (1 main plus 4 others) and I want to move #1 (main) to 4 and 4 to #1 for example, can;t I just move the graphic image that is in the pane?
So I would cut out the graphic in the main (keeping the frame with carousel action) and insert the #4 graphic.

Yes - try it!
The principle is that the first ‘pane’ that has the Carousel action applied to it remains 1st in the running order - if you want to swop the content of that 1st one that is fine.
Can I make something like an HTML box in the pasteboard of MASTER 1, that when I put something in it, it will NOT show up on every page that sees the master?
I need a temporay place to move the graphic is in PANE 1 of carousel if I want to swap it with pane 4 for example.
cutting the graphic from the main carousel pain, then pasting it in new page, then cutting pane 4 and pasting that in the main carosel pane how terrible results.
carousel itself got all screwed up.
I need to find a way to switch the MAIN pain graphic with #4 graphic to once in a while change the first item…
If you had a MASTER 1 page and 30 pages that worked off the master 1,
is there anyway to add something to the master 1 and have it NOT show up on every one of 30 pages but instead only two of the 30 pages?
the reason I need this is long to type…
Right now what I have been doing is adding this to the master 1 page and deleting off 28 pages.
You might say why not just add it to the 2 pages only. The reason is I need the 2 pages to be in sync with each other and they work off the master 1 already.
