Occasionally, I’ll see a major retailer setup some kind of a contest through Facebook to increase their Likes. Has any FWT forum member done something like that?
It is against Facebook’s terms of service to require either a like or a share to get entered in a drawing. Here is rule 3 of their promotions guidelines:
You must not condition registration or entry upon the user taking any action using any Facebook features or functionality other than liking a Page, checking in to a Place, or connecting to your app. For example, you must not condition registration or entry upon the user liking a Wall post, or commenting or uploading a photo on a Wall.
There are some third party services which utilize Facebook, but abide by the rules. I have used Rafflecopter in the past.
From the rule you quoted, it seems that you can make entrants like your Page, just not anything more specific than that. The way you wrote it, you made it sound as if you can’t require a like at all.

iv. You must not use Facebook features or functionality as a promotion’s registration or entry mechanism. For example, the act of liking a Page or checking in to a Place cannot automatically register or enter a promotion participant.
