Using trial. I create a simple master page with background graphic. Then add some graphic items and a couple of text boxes to master. Hit preview - all the items shift upward about 10 pixels. Locking doesn’t help.
Also - have been playing with this file for a while - whenever I hit the preview in safari button, I get a window that complains about text overflow to second page - “item2”, but I cannot find any “item2” anywhere on the page.

If you change the FW site pane view from Site to Page (it is at the top of the column of pages) then all items omn your page will be revealed.
I am sure that then you will be able to see item2 in the list.
This sounds like you have created overlapping html items - is your page layout mode set as Table Layout by any chance (the round button on the Toolbar)
With an item selected you change it from layered (CSS Layout) to unlayered (Table Layout) by using the checkbox in the inspector.
Note that any item you create with the button state as CSS Layout will be layered and vice versa but changing the Button state only affects new items created subsequently.
The layer state is analogous to Photoshop layers ie items can be stacked on top of each other without interaction whereas unlayerd items cannot occupy the same ‘space’
As to your page shift - without seeing an online example it is difficult to diagnose but may be caused by the appearance of a Browser scrollbar on Preview.
