There are disadvantages to this - the biggest being that your text is output as graphic images and is therefore unreadable by search engines. A site that is mainly graphic text will not do well in Search Engine Rankings.

iPads will display web sites just as a normal browser will - the main thing to look out for is Flash content that iOS browsers cannot ‘see’ but there is the iPhone/iPad redirect action that you can use so that these browsers can be redirected to an alternative page that has iOS friendly content.
As to your first question about creating a bar image that matches your background width.
Open your favourite image editor PS or similar and create an image 10px wide and as tall as your tallest page is likely to be. Create a section of colour at the height you want it to appear on your page and save this as gif or a png.
This image I created has been set as a page background image set to Tile horizontally but positioned Vertical: Top (the inset pic shows a smaller version of the actual image)
This I created with a yellow top and bottom so that you can better see it on the page but if you only want the red bar to show on your page then make the top and bottom sections match the colour of your page (white normally?)
