Hi Justin,
This panning technique is commonly referred to as the Ken Burns effect;

I posted a very brief example a while ago of how to do this with Easy
Web Animator (http://www.softpress.com/products/companion/easy-web-animator/
) and export the animation to Flash;
http://www.freewayactions.com/test/ewa/ken-burns/

Searching google reveals a number of ways to achieve this using
JavaScript although all will have to be manually integrated into your
Freeway file;

I have Bannerzest also, which will produce the effect (in Flash).

The great thing about BannerZest Pro is that it does produce a Flash banner, but also an alternative banner that performs great on mobile devices as the iPhone or iPad. I use it all the time and am very satisfied.

True but it only produced a basic slide show not the effects (mobile device).
