I am following the instructions to make a Target show/hide layer slideshow.
Heres the problem:
What could be the issue?

If you want several images to display when you mouseover a thumbnail:
Attach the Rollover action to the thumbnail.
In the ‘MouseOver’ menu, choose ‘Items’.
In the ‘MouseOver#’ menu, choose ‘1’.
Add the Target Show/Hide Later action to the images which which are to display on rollover.
In the ‘Initially’ menu, choose ‘Hidden’.
In the ‘Target#’ menu, choose ‘1’.
Leave the other settings unchanged.
In a test, 4 images displayed at the same time, but the actions allow for up to 20 per Target Group.

I am not trying to make use thumbnails. I am make a tradition slideshow using the Target Hide layer action. The banners that I would like to have rotate only do so for the bottom two images only. The images above the bottom two images will not work. Ultimately a slideshow with 10 images only fades back and forth with two images.

I don’t know what type of slideshow you’re you trying to build. If you’re not using thumbnails, are you linking the images to text hyperlinks?
Or, do you mean an automated display of images like this?

The Fading Slideshow action creates this effect.
Put the images in a folder and drag the first into a graphic box.
Add the Fading Slideshow action.
Select the second image from the drop-down menu.
Select the third image from the extra menu that appears.
Preview in Safari. The three images display automatically with a fading transition.

Target Show/Hide Layer
There is a new version of the Target Show/Hide Layer Action, which uses the Scriptaculous library to create fading transitions. This can be used with the Sequence Timer Action to create fading slideshows.
To create a fading slideshow:
Create a layer item (HTML or graphic) and add some content.
Open the Actions palette, by selecting it from the Window menu or from the toolbar.
Click on the plus button in the Actions palette and choose the Target Show/Hide Layer Action from the list of Actions.
In the Actions palette, set Initially to Hidden, Restore to Sticky, and Effect to Fade.
Duplicate the item and change its content. In the Actions palette, change the Slave # to 2. Repeat this step to add any further items, incrementing the Slave # each time.
Select the page by clicking on a blank area.
Click on the plus button in the Actions palette and choose Sequence Timer from the list of Actions.
Use the Actions palette to change the following Sequence Timer settings: set Speed to 1000 and Trigger # to Yes for the total number of target items. E.g. if you have three target items that have the Target Show/Hide Layer Action, set Trigger 1 to Trigger 3 to Yes.
To see your slideshow, click the Preview button. The speed of the slideshow can be changed by altering the Speed setting for Sequence Timer, and the fade duration can be changed with the Duration setting for Target Show/Hide Layer.
Note: You will need to enable JavaScript in your browser for these Actions to work. If you find the effects are not working then try deleting the contents of your Site Folder or creating a new Site Folder in the Document Setup dialog.

It sounds like you haven’t fully completed this step. Make sure you
set number 1 though 10 to yes. Failing that, make sure all the Targets
are set to Initially Hidden, that they are all layers, that they are
numbered 1 to 10 and are all in the same Target Group.

I have done that – 10 banner all set to yes. I have not tried Initially Hidden. I made them all visible.
