How can I get this page to be able to click on a bar up top saying “bandanas” and it goes to bandana. Basically, I want the visitors to be able to click on items without scrolling up and down to see them.

Not sure what you are trying to achieve - sub menus in your main menu linking to anchors at each item.
Certainly on a mobile site you will need to scroll unless you have a floating menu (fixed position)
Anchors links can link to any item on the page with an ID

On the top of the page im going to have text thar says “bandana,round bibs,etc” and I want that to go right to the area that shows the item. Maybe have the links up top stay and only thing that changes is the item you click on and then you can scroll up and down if you want

That’s anchor links
You could have that link bar set to stick to the top of the page - Sticker Action springs to mind.

So Sticker is sort of what I am looking for,however, I want the whole top navigation bar to be shown. When i scroll down with sticker, it covers up the text that I am trying to link to…any other ideas?

Thats not what you said

The way you have constructed it from your screenshot looks like a mistake - ie the Link bar text box is transparent and partially obscures the Bandana text. Make the background to the Link Bar opaque and it will look like it is meant.
Besides you have to decide where your focus lies - do you want the best experience on Desktop or Mobile as the approach is likely to be different.
Scrolling a page is not a bad thing - the world is used to it and think nothing of it!

The links in the link bar don’t even work with the sticker option. Maybe having scrolling option is best and just having option of going right to item is better. Just having link bar is good too I think
