The Action is in the application bundle itself;
/Applications/Freeway Pro.app/Contents/SharedSupport/Actions/ FAST/SiteMapper.fwactionb/
Be sure to make a copy of the Action, modify it to suit your needs and store it in you own (application support) Actions folder. Freeway will complain about duplicate Actions when you next switch back to it but will automatically activate the most recent version. This way you won’t lose your changes when you next update the application.
As a matter of interest what changes are you planning to make to the XML output?

ActionsForge should be the be-all, end-all for Freeway Actions. If someone searches for Sitemapper or another Action that otherwise is not on ActionsForge but instead is a part of Freeway, ActionsForge should inform the user accordingly, rather than just stupidly say “0 results found”.
There are a lot of Freeway users who jump to ActionsForge before they search through all of Freeway’s internal Actions. Think about it… Which should be faster? Answer: an ActionsForge search.
ActionsForge should tell the user if the Action they are searching for is an internal Freeway Action AND it should offer links to all KnowledgeBase articles associated with that Actions use.
