A log in and sign up system requires a server-side application, usually written in a dynamic language like Ruby or PHP. There are lots of these systems available for cheap or free (depending on your ability to program in one of those languages) at http://hotscripts.com and other code aggregator sites. You may also want to hire someone to build this sort of thing for you.
If all you need is a way to allow people to sign up for a mailing list, then MailChimp is simple and free for small lists.
