Draw a graphic box. While that box is still selected, draw another graphic box directly over top of the first one. Be sure that both corners of the drag motion that describe the box are over the first box (the box begins and ends within the parent box).
If you can’t manage that because of your layout, then click on the label at the top of the Site pane so it changes to read Page. Click on each of the boxes so you can see where they are in the list of page elements that appear in that pane. Drag the child box within the list so it is directly under the parent box, dragging to the right as you do, so it becomes indented under the parent. The parent box (in the layout) will gain a blue highlight ring to indicate that it is accepting the drag, and the name of the parent (in the site pane) will get an underline to indicate the same thing.
