Aside from using the PHP includes, I would like to know if there is an option with 5.5 Pro that would solve this issue.
I would like to have a menu bar, which I can use in multiple master pages, that I can edit in one page, and have those edits propagate throughout all my other pages. It seems that you can only do this if all pages are created under the same master (use master content) page.
It would be nice to be able to create some Master content that can be used in various master pages, and only have to edit this info in a single place.
Not that I know of. Right now Master pages are tied completely to a child-of-the-master page and pieces of it can not be used in other areas that don’t use that Master page.
That’d be nice if there was a way to create snippet entries where you could do such a thing, but as of right now at 5.5.2 there isn’t.
You want to look at Simple Include Pro, and see if it will work for
you. The issue you may hit is if the menu bar requires a lot of
JavaScript or CSS – that will become a problem for the pages where
you include it.

I tried it with CSS Menu but, as Walt suggested, it doesn’t work. I use the Box Model and have one site that is around 100 pages. Having an action that would automatically update changes in the menu in all instances would be amazing.
