Does anyone know why hyperlinks do not work on any mobile device, but work on my laptop fine.

You’re using image maps, and I don’t think they work on mobile browsers. You need to use a real HTML link instead.
Try replacing the image text with HTML text, and add your links there. You can style the text to look pretty much identical to the graphic text, and it will have additional benefits, like scaling up on mobile devices so it’s easier to click on.
