There’s two ways, one of which will banish you to the Stygian depths of Google Hates You (population two zillion).
The better way: use the Spawn New Window Action to create a little audio player window containing the audio as a background sound. Put a button that launches the daughter window on each page in your site. Label these clearly as starting up the audio player.
The bad way: create a frameset with one small sized frame and the other frame set to indeterminate size (so it takes up the rest of the window). Put your audio controls (not background, never ever start music when someone comes to your page without their direct permission) in the small frame, and put the rest of your site in the other frame. Instantly watch your Google rank plummet, because framesets remove all URLs from your site except for the URL of the frameset itself.
