I have a client who is interested in creating a web based housing management system as in the link to example site.
I think it would take quite a lot of coding and wanted to know if anybody or a team of expert coders on freeway talk would be able to construct something web based and responsive using freeway as a template?
Could you let me know how long it would take to complete and how much the approximate cost of a project of this sort would cost?

Needs to be hosted on a secure server
secure log in for housing admin.
Hold details of all tenants and building properties
Be able to link to the housing accounts - ie see up to date rent statements
check arrears, balances etc
generate invoices, reports and statements
order repairs and maintenance from contractors
secure log in for tenants - setting up password and log in user details
tenants able to report repairs maintenance and complaints etc

This sounds like the kind of crazy complex project my business gets involved in. Something like this could possibly be achieved in Wordpress as Howard is suggesting by using a series of plugins to achieve the goal, but I’m not sure thats a long term sustainable solution.
I think the real solution may already exist, this kind of stuff generally has software that can be incorporated into a site with minimal fuss (and stress), usually on a subscription based service plan.
To hand code this kind of thing would cost a lot of money so while I could get this sorted for you my advice would be to research what is already out there.

I actually would see this as an office/Database Driven solution with a web interface/application.
But to ask “Could you let me know how long it would take to complete and how much the approximate cost of a project of this sort would cost?” - the simple answer is NO!
I think before an accurate quote and timeframe can be given it would require a more thorough discussion of specifics.
However, for a few reasons, especially in terms of scalability and extensibility, a plug-n-play solution like WP is probably not the best way to go. A bespoke solution would offer a much finer-tuned product. Barring that option then a CMS that offered an open framework which could be customized at its core as needed could also work quite nicely, something that would be a nightmare to attempt with WP or other closed systems.
In either case on lot depends on the budget because to do it properly will require a substantial budget.
