I am trying to apply a Rollover action to buttons, in order to do that I have to uncheck “Layer”.
As soon as I do that and try to preview I am told “Action (Relative Page Layout) cannot be applied” on page.
How do I work around this, or is there a similar Rollover action that will work with Layer?
Keep them as layers and group them together - they will work like this.

When you apply a Rollover to a layer item the Action looks for other touching items on the same layer. Because layers are all on their own separate layer there can never be any items that meet this requirement. If you group two layer items together (select them both and go to Item>Group) they get contained within a parent layer graphic item and both end up on the same layer (if you select each of the children and look in the Inspector you’ll see the layer checkbox disappears). Now, you can apply the Rollover Action to the topmost graphic item within the group and be able to see all the graphics in the group (including the parent) in the Rollover Action palette.
So, now you have a single layer item that the RPL Action is happy with, that also contains two child graphic items that can be made into Rollovers. Win!
