Sure they can.
But do they want to use grubhub?
If so then they probably just sign up to grubhub and no FW site required.

So do they want a payment gateway? If so then they are really looking for an ecommerce solution and the many qualification questions that entails.

they want something like grubhub but without the clicking of something that leads to their site. Basicly wants to just have people order straight from their site,but wants it to go through grubhub

What is the difference between the selling method if you are taking orders online? Selling food from a restaurant involves the same transactions as buying from a store.

Not sure you are looking at the right business model here.
People don’t buy from a restaurant whether they have a website or not - they buy because the food is good and/or value for money.
Just being on grubhub is not enough - they need a reputation for something first.
