[Pro] Page Loads to Middle or Bottom

How do I force my pages to load at the top of the page?
When I load pages in browser windows with scroll bars they are loading to the middle or bottom of the page.
Very annoying!
Help!

The pages are not live right now. I think the problem has something to do with the anchors applied to links at the bottom of my pages.
I fear I don’t fully understand anchors applied to graphic text items that are also links. Aren’t they just to define the link? Like a label?

If you linked to an anchor and it is down the page then naturally the page will open at the anchor.

This is expected behaviour.
