What’s the best way to handle PDFs from a user’s perspective—should I have them open in a new window or be downloadable?
Also, I noticed that if I do open them in a new browser window, navigating the PDF, at least with Safari 5.1.7, is really slow and awkward. You can’t use the mouse to zoom in or move the PDF around. You have to use the zoom tool and browser scroll bars, which really sucks. But perhaps I’m doing something wrong.

You have to remember that different Browsers/Operating Systems can handle them differently. Safari likes to open them in the Browser - mainly because of built in support while IE etc need a helper app and open them externally.
