I have hundreds of pictures to put on a site. Does anyone have a good recommendation on how I should display them. I also need to be able upload pictures to the site and download the pictures that are there.

There are two programs that might fit the bill. SlideshowPro Director and I would suggest also looking at Simpleviewer Pro with svBuilder-Pro.
