It’s meant to horse-whip older versions of IE into behaving like a normal browser w/r/t transparent PNG files.

So, I take it the reason it wasn’t showing up before was because I wasn’t using transparent png files, or was it always there and I just overlooked it?

I think it always appears if you enable IE6/IE7 Compatible in the Page Inspector. (That’s the default, though, so you probably just didn’t notice it.)
