I have published the site once.
Changes have been made, published again and re-upload to the FTP and then viewed on a browser. The changes that I made are not showing.
I am wondering if there is a bug when publishing.

Well, that clears one of the most common reasons! 
It is also possible that there’s a cache issue elsewhere in the
connection chain, such as at your ISP.
However, I notice you said “published again and re-upload to the
FTP”. How exactly did you upload? Was this using Freeway’s built-in
uploading feature or was it with a third-party FTP client app?
There’s nothing wrong with using a separate FTP tool, but you do lose
some benefits that Freeway provides if you upload with it, and when
uploading yourself you add the chance of getting something slightly
wrong - such as uploading to the wrong place. It has happened many
times before…
