[Pro] Rollover action does not show the click

No, the click state is really a concatenation of the mousedown and
mouseup events. If you click down and then release the mouse button
within the bounds of the element you’re observing, then a click is
fired.

You would need a different action to make an effect fire on the
Mousedown and Mouseup events separately. And at the moment, that
Action[1] is pretty user-unfriendly, because it requires you to know
the JavaScript necessary to create your own effect.
