I have set up a page with an html box that contains a lengthy article. I have assigned CSS with scroll bar. When I preview the page the scroll bar shows up momentarily then disappears. Is this true because it has not been published? Also, the overflow warning still pops up. Is that the way it should be? Thanks.
This is just how Mac OS X Lion and above render scroll bars. They appear, then hide when they aren’t being used. I find it mildly annoying still, and thought it was really jarring at first. I believe there is some CSS you can set to make them remain visible at all times, have a google and see what you can find.

Thank you. I see what you mean. However, when I preview, before publishing, the scroll bar will not pop up when the mouse rolls over it. It appears momentarily but then I can’t seem to bring it up by a mouse roll over. I thought perhaps it has to be published and viewed live. Is that the case? Thanks again.
It’s strange perhaps, but I’d been using my laptop since Lion, and two fingered scrolling does away with the need for scroll bars entirely.
Perhaps now that I’m back at the desk for a bit, it’s time for a track pad!
I had a quick look for an extension to turn them on, but no luck, although there is some other quite interesting stuff there; https://extensions.apple.com
