is this possible with freeway?
i’ve seen something like this before in this list, but i cant remember the thread (perhaps one of delta daves famous examples?)

A couple of actions will help with this - which in its simplest form is a very tall page.
The sticker action http://actionsforge.com/actions/view/230-sticker will allow you to ‘stick’ the menu bar to the top of the page.
The smooth scroll action http://actionsforge.com/actions/view/214-smoothscroll will smoothly scroll the page down to your anchors that you have linked from the menu.
This page also has a load of responsive stuff going on - but I am assuming you are just looking for the basic functionality of the 2 actions above.

yeah. wish i could charge the same - no doubt, the cog must be happy …
