Working at 100% magnification, drawing a small rectangle, the STROKE outline appears on 4 sides as expected. Enlarge the rectangle and the bottom side STROKE disappears. Increasing the line width and the STROKE reappears. Increase the magnification to 200%, the stroke reappears. IS it possible to draw a fine outline at 100% ? Version 3.4.2, 10.6.8.
I can’t reproduce this with version 3.5.3, try the demo and if that works for you upgrade.
My understanding, which may be wrong, is that v3.5+ uses the Cocoa (Quartz) drawing frameworks, whereas version 3.4 and earlier use the Carbon (Quickdraw) frameworks. Quartz is much better at handling modern hi-resolution displays and graphics.

What makes you think Intaglio3.4 and earlier don´t uses Quartz-Engine? I use Intaglio since 2006 and it uses Quartz/CoreImage all the time.
@ df cardwell. Sounds like a graphics board driver/draw bug. http://postimg.org/image/6luxero5v/

I did say ‘I may be wrong’
I am fairly confident that 3.5 marked the transition from Carbon to the an all-Cocoa framework and 64-bit code throughout. It is certainly possible to use 32 bit Quartz from within a Carbon application.
I think that my advice, to see if the upgrade from 3.4 to 3.5 fixes this issue is valid independent of these details. Not least because it is easy and free to try the experiment.
