How do you make some pictures, buttons, text, etc. when highlighted with the arrow in your webpage to show a small text specific to the item. When I hold the arrow over a picture for example how do I get this pop up text information?

You will get it automatically in Windoze browsers - it is called Alt text (for images) - and should be entered as something meaningful as it is also read by screen readers.
There is a box where you can enter your text in the Item Inspector (under the third tab with your item selected).

Then you need to do a bit more work.
