RPL - Site Folder or Master

i initially installed RPL on the Master Page (as this made good sense … to peter). then i located FW instructions about applying it to the Site Folder.

so i did that instead.

However, i can see that when RPL is Master Applied, there are cogs on most of my individual page items. But, not so when RPL is Site Folder Applied.

so my question is … which RPL deployment is optimal ?

Depending on Page construction RPL may not be appropriate.

For a Page to benefit it must consist of all layered items - but some Items can be excluded from RPL by using the Remove from RPL action.
