I am importing Quicktime Movies, and suddenly (it used to work fine) I have no option to scale and pad - the menu items are greyed out and the modify window does not offer it…am I missing something obvious?

The Scale and Pad (etc.) controls are for resizing bitmap graphic in
boxes in your Freeway design layout. They don’t produce tags that
tell the browser to do anything special, they just resize the
graphics that you’re working with in Freeway, prior to any output.
QuickTime movies must be scaled using added commands that instruct
the delivery environment (browser and QuickTime plugin) to scale the
media in some way. So the way to scale it is to have these
instructions added to what Freeway generates.
Fortunately, this is fairly simple. With the movie selected, choose
Item > Actions > QuickTime Extras, then look in the Actions palette
for the options this gives you. Note that you won’t see the change
while in the design view in Freeway, but if you preview you’ll see it
scaled as instructed.
The ‘ToFit’ option will distort the movie BTW, if the box isn’t the
correct ratio.
