when i import a picture to my page and the preview it a scroll bar appears but it is not needed
how do i get rid of it

How did you do your import?
Watch that you don’t have a layered item placed on the pasteboard like an empty graphic box that could be causing this.
Go to your site pane (LHS of screen) and toggle from Site to Page to show all items on your page and make sure that you know what they all are. Click on them to select them and if they are not within your viewing window ie on the pasteboard then they should appear.
