Scroll Layer and IE7

Used the scroll layer action on this page http://espressionstudio.com/about.html and it works fine across browsers Mac and PC but not in IE7. Page validates without errors though.

Any input will be appreciated

Anybody have any idea why the scroll layer is not working in IE7
I even logged this with Softpress and no reply from them either.
