Tagging photos

I would like to tag people in some photos.
Is there a way of bringing up names on photos when they are moused over?

Sure. Create some image maps over each of the faces, and apply the
Rollover Action to them. Use that to trigger caption layers that you
create using the Show/Hide Target Layer Action. Set those layers to
initially hidden, and then set each one to a unique target ID. Change
the settings on each image map to match. It should just work.
