I tend to expect external links to open in a new window and find it very annoying when, after I’ve closed the window containing the external site, I find that they haven’t. I guess that’s a good reason to switch to FF or change the default behaviour in Safari to open new windows in a new tab…
I completely disagree that strict is the only doctype to use though.

Me too. There’s little to support the author’s statement in the
article, other than the fact strict doesn’t allow for the target
attribute which seems to be a big rub for him. Perhaps the author
knows something I don’t. It wouldn’t be the first time. ; )
