Target Images not showing as a list

I’m trying to make my thumbnails into rollovers and the large images I want displayed to have the “target image” action. I have the thumbnails set up and all the large images are imported. I’ve selected them one at a time and gone to Item>Actions>target image but they are not showing up as a list in the actions palette like the tutorials shows. What am I doing wrong? Is the list necessary or can I just select which number thumbnail I want them to be linked to separately? Thank you for any advise you can offer.

I think the action that you want to apply to your larger image is the Target show/hide image.

Once that is applied you select the Target Group (Default Indigo) and Target # (number) that corresponds to your rollover (in parameters view)
