If you drag the SWF file into Freeway, then publish and preview it in Safari you can see exactly what is missing in the Activity window. Going through this process I saw that the first thing that was missing was the XML file, then the CSS file, then the folder of images. All of these things should be in the same folder as the page the SWF is on.
For this to work online you’ll need to upload all the extra files with an FTP application.
