Thin double line border around page

I have a customer who wants a very plane white page with a double line border around the perimeter. One thick line (maybe 5 pixels) and one thin line about 2 in a different color set in a bit. Sort of like a picture frame. I have tried to create this with no success. Some guidance please.

This will totally depend on your page layout/construction.

Inline, CSS, Table Layout, aligned left, centre, right.

Can you show us an online page where you want this to happen and to which specific area.
