Hi, is something like this possible within Freeway?

Surprisingly easy. Really easy. Set your page to have a background
image (not just a regular graphic sent to the back!) and then…

Uncheck the ‘Background scrolls’ checkbox in the Inspector palette
when inspecting the page’s appearance settings.

Draw out a graphic box, use the Styles & Colors palette to give it
a black fill (for example) and set the opacity to, say, 30%. Then set
this graphic to be output as a PNG at millions of colours.

The ‘hard’ work is done; carry on with the rest of the layout process.
Note:
The PNG graphic will output as a tiny file even though it is covering
a large are. Freeway keeps things efficient here by making the
graphic very small and then setting the HTML code to stretch it to
cover the actual defined area.
