There is currently great buzz in the web design community about web
site wire-framing ( Website wireframe - Wikipedia )
and what tools to use like Mockingbird (http:// www.gomockingbird.com/ ) for example.
Just my two-penneth worth, but Freeway does make an ideal website
wireframing tool to quickly prototype web sites ideas.

Over the last year or so when I’ve needed to do any wire-framing I’ve
turned to Balsamiq Mockups;
It’s a small, lightweight client application that allows you to easily
create prototypes and UI comps without the burden and overhead of high
fidelity mockups. Although not free it’s worth having in your tool
belt when you need to show a client a layout without them fixating on
the fonts or colours.
As for Freeway creating wireframes It’s certainly an interesting idea.
Currently Freeway lacks any visual annotation tools (arrows, step
labels, highlighting etc) that many mockups would need but, I’d agree,
that adding these wouldn’t be beyond the realms of possibility.
