Check the page Inspector. It may be still at HTML 4.
Changes to preferences don’t necessarily filter down to existing
pages. You’d be better changing the HTML level on the master pages.

Setting it in the prefs will tell Freeway that you want subsequent
pages to begin life like that; it doesn’t change the settings of any
existing pages.
All you need to do to alter the output level of an existing page is
change it in the Inspector palette. Or do this on the master page to
change all its ‘child’ pages at once.

Interesting. This leads to a similar question that occurred to me
(sorry I know I shouldn’t hijack a thread but it’s probably useful to
have this in the same place)

Absolutely. Each page can have its own output settings. If you leave
things alone then all pages will have the same settings, but if you
have reasons for juggling different output levels that’s not a
problem in the slightest.
